in the old western days, cowboys were very free with guns, taking the law into their own hands and solving everything with a duel and shooting, so "they go off again" means "here they go again, shooting, doing what they want to do without fear of consequences" so it makes sense to use the onomonopeia "boom boom" as a kind of sound effect to it all.
