How to reset the factory alarm system for a 1999 plymouth grand voyager?

well my 1999 plymouth gand voyager wont start..... sometimes it does but when the ligts in the panel go off [P.R.N.D.3.L] the car wont start and im thinking its something electrical... i also changed the fuel pump and the fuel filter thinking that was the problem but its not... cuz its steel douing the same....
